If the regulations pass, oil companies would have to follow rules on how far away their rigs can be to homes, businesses, schools and parks.

The companies would have to meet noise and odor pollution restrictions and hire landscapers to ensure their equipment blends into the city.

The oil companies say they were never brought into the conversation and have even threatened to sue the city.
